SECTION 1
SECRETARY

It shall be the duty of the Secretary to keep the Constitution and Bylaws of the Wood County Amateur Radio Club and have the same with him at every regular and special meeting. He shall cause all amendments, changes and additions to be noted therein and shall permit the same to be consulted by members upon request.

SECTION 2
MEMBERSHIP

New applications for membership shall be submitted at a regular meeting in writing using a standard membership application form. Each applicant must express his willingness to abide by the Constitution and Bylaws and such rules as shall from time to time be promulgated by the Club.

Lifetime Memberships:
Lifetime memberships shall be available to members in good standing under one or more of the following three conditions:
1. Lifetime membership may be granted upon payment of 10 (ten) times the annual dues in the category in which the member qualifies (individual, family or senior).
2. Lifetime membership may be granted to members who have made substantial equipment or monetary donations to the Club equal to or above 10 (ten) times annual dues.
3. Lifetime membership may be granted to members who have made substantial technical/service contributions to the Club.
NOTE: Lifetime membership applications must be made by following the procedure shown below:
a. The lifetime membership application must be submitted in writing.
b. A lifetime membership may be awarded to a member in good standing provided that all members are notified by mail of the intent to submit an application for Lifetime Membership at the next regular meeting.
c. At the next regular meeting after the submission of an application, a vote of two-thirds of members present shall be required to approve the Lifetime Membership application.

SECTION 3
MEETINGS

Regular meetings shall be held on the second Monday of each calendar month at such place as the President shall order. Special meetings may be called by the President upon the written request of any five members of the Club. Notices shall be sent to all members informing them of the special meeting and the business to be transacted. Such notices shall be sent that in the ordinary postal delivery they shall arrive at least twenty-four hours before the time therein set for the meeting. Only such business as is designated in the said notice shall be transacted at such special meetings.

SECTION 4
DUES

A regular yearly assessment shall be decided by ballot at the annual December meeting, in accordance with the provisions of Article V of the Constitution, for the purpose of providing funds for current expenses.

Dues are payable on the first of the year, and are to include a subscription to the Club newsletter. Membership can be entered in the middle of the calendar year with the amount payable prorated in accordance with the discretion of the Treasurer.

SECTION 5
INTERFERENCE COMMITTEE

If deemed necessary, an INTERFERENCE Committee shall be formed, consisting of three members appointed by the Club President, representatives of: amateur operators, broadcast and television listeners, and the press. This Committee shall direct investigations, invite the proper members to inquiries, and organize the presentation of technical facts and other testimony within its province, reporting to the Club on its results.

SECTION 6
PUBLICITY/NEWSLETTER

The President can, if so desired, appoint a Public Relations Director / Committee to handle relations with the media in publicizing Club events such as Field Day, Ham-a-rama, and educational, or public service activities.

SECTION 7
PROGRAM/ENTERTAINMENT COMMITTEE

Unless otherwise elected by desire of the membership, the Executive Committee shall function as the Program / Entertainment Planning Committee.

SECTION 8
CLUB RADIO STATION CUSTODIANS

The Custodians of the Club Station and equipment shall consist of the entire Executive Committee acting under the direction of the membership.

SECTION 9
NOMINATING COMMITTEE

At least two months before the annual December election meeting, the President shall open the floor for nominations to the NOMINATING COMMITTEE. This Committee shall consist of three members chosen from the rank and file membership. It will establish a slate of candidates for the positions of President, Vice President, Secretary, Treasurer, and (elective) Board of Directors. Those nominated must give their assent to being so selected. The slate will then be put forward at the December election meeting.

SECTION 10
FINANCIAL COMMITMENTS

No financial commitment exceeding $1,200 shall be made in behalf of the Club unless the following steps are taken:
a. The proposal is submitted in writing with reasonable estimates of all costs and anticipated benefits specifically spelled out.
b. All Club members are notified by mail that a vote will be taken on the proposal as published at a specified meeting, with at least two weeks' notice. Absentee ballots may be cast in writing with the Secretary before the meeting of the vote.
c. A majority of the total number represented by: those present at the specified meeting plus the absentee voters shall vote by secret ballot in favor of the proposition.
